Design refers to the how the website looks, whereas Development refers to what goes on "behind-the-scenes"—the code that makes the site tick. I like websites that are clean, elegant, and intuitive. The web is an ever-changing medium, and I like to apply the KISS principle to it whenever possible (keep it short & simple). That is not to say I'm a simpleton. Rather, I find the less cluttered sites to be the most attractive, easiest to use, and able to deliver the most positive experience.
